While NVIDIA's software load isn't as egregious as, say, Samsung's, it still leaves only 12.6GB available to the user, which will quickly be filled up if said user has a liking for big, storage-heavy games. (Which is, you know, kind of the idea here.) Add in some HD video and cached music from the Play Store and even a light user will start to wonder where all the space went.
