Some use the explicit language that allows for the use of military force and state that the council is acting under its authority; others refer to the possibility that the use of force may be invoked if there is non-compliance within the text of the resolution. Still more are intentionally vague, using the language of Chapter 7, but that the use of force isn't under the council's authority.
